Biography
Kelcy has made tremendous gains in understanding the management of recreational fisheries by exploring the institutional structure and information flow within a fisheries management agency through focus group interviews and qualitative analysis. This work has shown that there are real barriers to achieving the idealized institutional structure touted by researchers due to constraints that exist in complex organizations that need to satisfy multiple stakeholders and political objectives.
