Biography

Mark holds the title of Distinguished Professor at ¶¡ÏãÔ°AV and has served as Director of the School of Resource and Environmental Management (REM). He has been a faculty member in REM since 1988, interrupted in 1992-97 while he served as Chair and CEO of the British Columbia Utilities Commission. His PhD is in energy economics from the University of Grenoble, and his research focus is the design and application of energy-economy-emissions (EEE) models for assessing climate policies. Internationally, Mark has served on the Intergovernmental Panel on Climate, the China Council for International Cooperation on Environment and Development, and the Global Energy Assessment, and domestically on the National Roundtable on the Environment and the Economy, the Canadian Institute for Climate Choices, and the British Columbia Climate Solutions Council. He is a Fellow of the Royal Society of Canada, and in 2009 was named British Columbia Academic of the Year. Three of his books have been short-listed for the Donner Prize (top policy book in Canada) with one of them winning. His latest book is .

Mark’s Energy and Materials Research Group (EMRG) within REM is the leading applied academic EEE modelling team in Canada. EMRG has developed and applied models that help governments and interest groups explore the quickest and most effective response to the climate emergency. This includes sustainable city modelling (CIMS-Urban), detailed technological modelling in industry, buildings, transportation, electricity and land-use (CIMS), and macro-economic effects of domestic climate policies and carbon tariffs (gTech). This latter model was developed by former students of Mark’s at Navius Research, the top EEE consultancy in Canada. Because of these key analytical tools and their urgent relevance for policy assessment in the climate emergency, Mark’s former graduate students now fill key positions in government, ENGOs, industry, consulting, academia and independent institutions like the International Energy Agency. And undergraduate students from a diversity of disciplinary backgrounds flock to his 3rd year course, Energy Management for a Sustainable Climate and Society.
