Strategic Framework for Public Engagement

Engaging the public around society’s most pressing challenges leads to more innovative ideas, better decisions, greater public support of policies and stronger democracies. 

However, many engagement initiatives fail to have impact—and may even cause harm—because they are not meaningfully integrated into the policy development process or fail to account for the needs of communities and decision-makers.

This framework introduces six strategic considerations for decision-makers and senior staff who are seeking to sponsor and develop an engagement initiative, leveraging key tools developed by the International Association for Public Participation (IAP2), the National Coalition for Dialogue and Deliberation (NCDD) and the Morris J. Wosk Centre for Dialogue. As planning progresses, is important to periodically revisit these six considerations to ensure the engagement plan continues to meet the needs of the intended public, staff and decision-makers.
